The United States and Canada specify ANSI/ISEA 107; the European Union legally requires EN ISO 20471 under the PPE Regulation (EU) 2016/425 with CE marking through a notified body. Most other markets accept either, and global distributors often run dual-spec programs. The class logic is similar, but the certification paperwork is not — so request the right documents at RFQ stage, not after production.

Why the market decides the standard
Both standards answer the same question — how much fluorescent and retroreflective material makes a worker visible — and their class structures are close cousins. The difference is legal force. In the EU, hi-vis garments are Category II PPE: placing them on the market without EN ISO 20471 type-examination and CE marking is not allowed. In the U.S., ANSI/ISEA 107 is a consensus standard enforced mainly through purchaser specifications, OSHA-referenced programs and tender documents.
For a B2B buyer that means the buying question is not “which standard is better” but “which documents does my market, tender or end client require.”

Background and retroreflective area minima for the equivalent classes are aligned, so a vest engineered to Class 2 geometry can usually be documented for both standards with the right testing — but it must be tested and certified per standard, per garment type.
Documents to request from a factory
- EN orders: the EC type-examination certificate number and issuing notified body, the EU Declaration of Conformity template, and test reports for fluorescent and retroreflective material from an accredited laboratory.
- ANSI orders: the garment specification sheet naming the standard edition and class, plus third-party test reports where the tender requires them.
- Both: care-label artwork showing the rated wash cycles, and confirmation that the label language matches the destination market.
Running dual-market programs
Distributors serving both North America and Europe often standardize on one garment construction with two documentation packs. That works when the design already meets the stricter of the two requirements and the label set is configurable per order. Tell the factory the full market list at RFQ: it changes fabric selection, tape certification and label planning, and it is far cheaper to plan than to retrofit after production.
