For safety equipment distributors, industrial MRO suppliers, and growing regional workwear brands, transitioning from reselling third-party brands to offering private-label high-visibility apparel is the primary driver of gross margin expansion. However, many buyers struggle with factory minimums and packaging economics.

Mandatory neck & care label compliance (FTC / ANSI)

A private label safety garment must comply with federal textile labeling regulations in addition to high-visibility safety standards. Under the US Federal Trade Commission (FTC) Textile Fiber Products Identification Act and European EN regulations, four pieces of information are legally mandatory on every permanent garment label:

1. Fiber Content Breakdown: Must state exact generic fiber percentages in descending order of predominance (e.g., 100% Polyester or 65% Polyester / 35% Cotton).
2. Country of Origin: Must be clearly stated as “Made in China” (or “Assembled in...”).
3. Manufacturer Identity or Registered Identification Number (RN): If you do not want factory identity disclosed, you can register a free RN number with the FTC and feature your own corporate entity name and RN on the label.
4. Care & Maintenance Instructions: Must list standard international washing symbols and text specifying maximum wash temperatures, bleaching prohibitions, tumble drying restrictions, and the maximum certified wash cycle rating (e.g., Max 25 washes).

ANSI/ISEA 107 Labeling Mandate: In addition to textile tags, high-visibility garments must include an indelible ANSI label specifying the standard edition (e.g., ANSI/ISEA 107-2020), performance class (Type R Class 2 or Class 3), and flame resistance status. Verified OEM factories print this on a composite satin neck or side-seam tag.

Packaging customization: plain polybag to retail card

Garment packaging directly impacts shelf presentation, shipping protection, and warehouse pick-and-pack efficiency. OEM programs can choose from three primary packaging formats:

• Standard Self-Adhesive Polybag: Lightweight, moisture-resistant OPP clear bag with suffocation warning printed in English, Spanish, and French. Cost-neutral; included in standard factory FOB pricing.
• Frosted Ziplock Polybag with Logo: High-density matte finish with slide-zipper closure. Reusable by workers on jobsites to store soiled vests. Custom printed with your logo and website starting at 1,000 pieces.
• Retail Hanging Card / Header Pack: Heavy cardstock (350gsm) folded over the top with a euro-hole cutout for retail display hooks. Essential for hardware stores, lumber yards, and retail safety counters. Minimum run 2,000 pcs for cost-effective offset printing.

UPC barcodes, EAN codes & master carton markings

Automated distribution centers, Amazon FBA, and regional distributor warehouses require scannable item-level barcodes and strict outer carton labeling. Mistakes in barcode contrast or label placement lead to distributor chargebacks.

Item-Level Barcode Protocol: Supply your UPC-A (North America) or EAN-13 (Europe/Global) numeric strings to the factory in an Excel sheet. We generate high-density 300 DPI thermal transfer adhesive labels (typically 2″ × 1.2″) affixed directly to the lower right corner of each individual polybag.

Master Carton Specifications: Standard export double-wall corrugated cartons (5-ply K=K strength) holding 50 or 100 garments per carton depending on garment weight. Standard carton markings include:

• Main Mark: Buyer Brand Logo, PO Number, Item Style/SKU, Garment Class & Color.
• Side Mark: Size breakdown (e.g., M: 20, L: 40, XL: 30, 2XL: 10), Gross Weight, Net Weight, Carton Dimensions (L × W × H in cm), and Carton Number (e.g., Box 1 of 20).

OEM sample turnaround and production lead times

A successful private label launch follows a disciplined prototyping and verification timeline to avoid shipping delays:

1. Artwork & Spec Approval (Day 1–2): Buyer provides vector artwork (.AI or .PDF) and Pantones for logos and woven labels. Factory generates virtual pre-production proof sheets.
2. Physical Prototype Sampling (Day 3–5): Factory cuts, sews, prints, and ships a physical sample of the finished garment for buyer sign-off.
3. Mass Production (Day 7–20): Fabric dyeing, laser cutting, automated stitching line assembly, and QC inspection under AQL 2.5 criteria.
4. Packing & Export Dispatch (Day 20–25): Polybag bagging, master carton packing with moisture absorbers, palletizing, and container loading.
